Communicate Federal Requirements More Clearly - BPPAP will give contractors, suppliers, and construction managers examples of intended products; rather than requiring managers to perform research to identify potential solutions and to identify compliance methods.

Increase Competition - BPPAP will remove unnecessary requirements and identify products from all interested manufacturers, rather than, as often happens, one product initially discovered when offered by the contractor's supplier.

Emulate Commercial Practice - BPPAP will highlight commercial, off-the-shelf products as required in FAR 12, applying the private industry practice of specifying salient requirements and listing products meeting those requirements.

Conform to Energy and Environmental Requirements - BPPAP responds to numerous Executive Orders by identifying the energy efficiency, recycled content, and toxic pollutants contained in or produced as a result of the manufacturer of each specific product.

Enhance the Quality of Projects - BPPAP will improve and update guide specifications by providing a peer review through Technical Review Committees, and will reduce the incidence of design being compromised by misunderstood, incorrect or out of date requirements.

Lower Costs - BPPAP will sharpen bid prices through increased competition and by providing more alternatives during product selection, and requiring fewer resources from contractors and government during product selection, approval and submittal process. BPPAP will also reduce rework and change orders during construction by providing clearer communication of requirements and products meeting them.
