As stipulated in Section 914 of the 2005 Energy Policy Act, the National Institute of Building Sciences is working with the U.S. Department of Energy and U.S. standards writing organizations to assess current voluntary consensus standards and rating systems to provide for high performance buildings. In creating the High Performance Building Council, the overall goal is to put standards in place to define the performance goals of a high performance building in order to facilitate the design, construction, financing, and operating buildings with an emphasis on life cycle issues rather than initial costs. The Council will identify the metrics and level of required performance for specific design objectives (energy, security, durability, moisture, acoustics, etc) for building products, subsystems and systems; and reference industry standards for validating these performance requirements.
