Bob Payn is a service-oriented federal government consultant and association professional in the built environment with 26 years of experience in strategic business development, agency-industry coalition building, results-driven project management, online information services, data analytics, comprehensive IT infrastructure, and facility security protocols. He is Chief Information Officer and Facility Security Officer (FSO) at NIBS — responsible for its tactical technology planning, hosting server and cloud environments, SaaS integrations, corporate-wide web development and management, client/constituency engagement on technology solutions and NIBS' federal facility clearance program. Bob has been the developer of the WBDG-Whole Building Design Guide for 20 years and overall project manager for 5 years, an initiative supported by federal agencies, industry organizations, and subject matter experts as a key portal to ‘whole building’ technology and guidance. His professional experience is focused on information management, data architecture, and development of online services particularly related to federal facility criteria and program data. He is a graduate from the College of Liberal Arts at the University of Southern Mississippi.
