Enclosed in this Annual Report to the President of the United States is a comprehensive overview of the National Institute of Building Sciences’ accomplishments in 2025. Over the year, the National Institute of Building Sciences (NIBS) advanced solutions to some of the nation’s most pressing built environment challenges, focusing on affordable housing, infrastructure resilience, public safety, workforce development, and digital transformation. Through research, standards development, policy leadership, and public-private collaboration, NIBS launched the Housing System Certification Program, expanded initiatives to strengthen community and infrastructure resilience, advanced the use of emerging technologies and data standards, and convened stakeholders across government and industry to address national priorities. By connecting innovation with practical implementation, NIBS continued its mission as the nation’s independent convener for building science, helping create safer, more resilient, and more prosperous communities for all Americans.
