The Digital Delivery Stakeholder Group (DDSG) is a national forum led by the Federal Highway Administration (FHWA) and supported by the National Institute of Building Sciences (NIBS). It brings together public agencies, industry partners, academia, and standards organizations to advance digital delivery practices across transportation infrastructure.

Digital delivery integrates data and technology across all stages of project delivery—from planning and design through construction and operations—to improve safety, efficiency, and collaboration. DDSG connects leaders and innovators across the highway community to accelerate this digital transformation and build a smarter, more resilient highways system for the nation.

Our Mission

To unify, coordinate, and accelerate the nationwide adoption of digital delivery practices across highway infrastructure.

Promote Knowledge Sharing

Exchange lessons learned, best practices, and new ideas to bridge gaps and avoid duplication.

Foster Collaboration

Build alignment across FHWA, AASHTO, State DOTs, and industry to advance shared goals

Encourage Standardization

Support the development of common data, process, and interoperability standards to enable consistent implementation nationwide.

Influence Practice

Develop actionable outputs that agencies and organizations can apply in policies, standards, and projects.

Help partners focus resources where they can have the greatest national impact.

Our Structure

DDSG is co-led by the Federal Highway Administration (FHWA) and a State Department of Transportation (DOT) representative serving as Chair.

  • Co-Chair: FHWA representative providing strategic coordination and direction.
  • Co-Chair: State representative offering leadership, resources, and national alignment.
  • Secretary: FHWA-appointed staff supporting logistics, communications, and engagement tools.

Decisions are made collaboratively through consensus, ensuring all perspectives contribute to a unified direction.

Our Community

Participation is open to all Departments of Transportation and organizations pursuing or supporting digital delivery in transportation.

What We Do

DDSG activities focus on advancing innovation, identifying needs, and promoting solutions that strengthen the digital delivery ecosystem.

Our ongoing work includes:

  • Convening national workshops and hybrid meetings to openly communicate, exchange ideas and identify priorities.
  • Establishing working groups focused on planning, design, construction, maintenance, safety, and asset management.
  • Sharing case studies, tools, and frameworks for effective digital project delivery.
  • Developing recommendations and frameworks to support consistent digital delivery of highway adoption.
  • Promoting the integration of digital delivery into highways or transportation agency policies, programs, and standards.
