Catheren B. Gill, PE, is the Program Director, Sentinel Infrastructure Design Criteria with the National Institute of Building Sciences.
Catheren is a seasoned executive with over 35 years of executive leadership with the U.S. Army Corps of Engineers (USACE), most recently as the Chief of Engineering and Construction Division in the South Atlantic Division. In this role, she was the senior technical advisor to the Commander and directed the Department of Defense’s design and construction program while overseeing Civil Works missions in navigation, flood risk management, dam safety, and coastal storm risk management for stakeholders across North Carolina.
Catheren’s global and strategic leadership extends across the Indo-Pacific where she served in Pacific Ocean Division as the Chief of Engineering and Construction Division in Japan. There, she led complex engineering programs for U.S. Forces Japan in a multi-stakeholder environment, aligning U.S. and international technical standards to deliver projects across diverse cultural and technical environments. Catheren has broad expertise in federal contracting, having served as the Administrative Contracting Officer in the successful construction of a 53-mile road project in the remote and undeveloped areas of Babeldaob Island in the Republic of Palau.
In 2023, she served as Interim Regional Business Director for USACE’s South Atlantic Division, guiding Engineering and Construction, Military Missions, Interagency and International Services, and Environmental Programs across the Southeastern US, Puerto Rico, the US Virgin Islands, and Central and South America.
Catheren holds both Bachelor’s and Master’s degrees in Civil Engineering from Georgia Institute of Technology and is a licensed professional engineer in Georgia. She has been recognized with multiple distinguished service awards for her contributions to federal infrastructure and mission‑critical programs.
