Thomas Messina, P.E., GGP, GPCP, is a Senior Project Manager for Infrastructure Programs and Services at the National Institute of Building Sciences. He has more than 22 years of experience in the built environment, leading complex federal and Department of Defense programs and projects from early planning and feasibility analysis through design, construction, and commissioning.
Before joining NIBS, Mr. Messina managed a multidisciplinary portfolio at Jacobs supporting approximately $800 million in planned construction. His experience includes barracks and waterfront planning studies, Navy shipyard optimization improvement projects, military utility infrastructure, and criteria development. He previously held program and project leadership roles with Naval Information Forces and Naval Facilities Engineering Systems Command (NAVFAC), where he managed mission-critical emergency power infrastructure and served as a design manager, lead engineer, and technical advisor for facilities worldwide.
Mr. Messina is a licensed professional engineer specializing in electrical power, waterfront, and mission-critical infrastructure. His technical experience encompasses ship-to-shore power, piers, wharves, dry docks, data centers, communications facilities, industrial buildings, emergency power systems, and medium-voltage distribution. He also brings extensive knowledge of the federal criteria environment, having led and supported updates to numerous Unified Facilities Criteria and Unified Facilities Guide Specifications.
Mr. Messina earned a Bachelor of Science in Civil Engineering Technology from Central Connecticut State University. His progression from civil engineering and land surveying into electrical engineering and infrastructure program leadership reflects his adaptability and multidisciplinary perspective. He is registered in North Carolina and Virginia and holds GBI Green Globes Professional and Guiding Principles Compliance Professional credentials, AMPP Cathodic Protection Tester certification, and OSHA 30-Hour General Industry Safety and Health training.
