The Consultative Council assembles high-level building community representatives to make recommendations directly to the executive and legislative branches of government to improve our nation’s buildings and infrastructure.
Each year, the Consultative Council publishes the Moving Forward Report to investigate key issues, offering solutions to overcoming these challenges. The 2025 Moving Forward Report looks closely at the benefits of retrofitting for resilience.
To bring together industry leaders and experts from across the built environment to improve our nation’s infrastructure and buildings
To assemble experts who identify key issues they believe will be facing the industry in the year ahead
To develop and publish a yearly report that offers solutions to key challenges the built environment faces
The council provides a forum for regular interaction and discussion among key organizations. These organizations represent consumers, architects, engineers, government officials, contractors, researchers, and housing officials.

Extreme weather events, including hurricanes, wildfires, and severe storms, have caused devastating financial and human losses across the U.S., with cumulative disaster costs reaching nearly $3 trillion since 1980. In 2024 alone, 27 major disasters resulted in damage exceeding $1 billion each, underscoring the urgent need for resilience measures to protect lives, property, and local economies.
During this hearing by the NIBS Consultative Council, attendees learned about the causes of and the solutions to the housing affordability crisis in America. The hearing was open to the public. NIBS has published a report of hearing events and key findings.
Infrastructure continues to be one of the biggest topics through recent policy changes, media coverage, and the passed legislation
Bringing America back to work and restarting the economy will take planning and vision. Any movement in the direction toward reentering and repopulating buildings, businesses, and transportation systems must follow the health and safety guidelines set forth by science and data, the federal government, Centers for Disease Control and Prevention, and World Health Organization. To meet this challenge, the Consultative Council sponsored a series of COVID-19 virtual town halls.
