Shirley K. Albritton, PE, PMP, is the Vice President of Department of Defense Programs and Services with the National Institute of Building Sciences.

Prior to joining NIBS, Shirley was a Program Manager at Deloitte’s Government and Public Sector providing dynamic services and solutions to Department of Defense and state and local clients in addition to private energy construction firms. Shirley helped advise and develop solutions for clients on key topics such as critical infrastructure planning, risk management, construction compliance, AI-enabled asset management, and deploying new technology to across the construction sector.

With more than a decade of leadership experience in the built environment, Shirley specializes in facilities construction, disaster response recovery, and operations management. She previously served as a project manager and construction project controls lead at Jacobs, an Engineering News-Record (ENR) No. 1 Design and Program Management firm. As an active duty US Army Engineer Officer with USACE, Shirley supported complex infrastructure missions around the globe. During the COVID-19 pandemic, she served as a strategic advisor and communications planner to the USACE North Atlantic Division Commander, coordinating interagency efforts with federal and state agencies to retrofit existing infrastructure in NYC and the Northeast.

Shirley earned a Bachelor of Science in Civil Engineering from the United States Military Academy at West Point and a Master of Systems Engineering from Embry-Riddle Aeronautical University. Shirley is a member of the United States Military Academy Civil Engineering Advisory Board and a graduate of the Society of American Military Engineers (SAME) National Leader Development Program.
