Paul Ruffo

Paul Ruffo serves as the Chief Technology Officer at the National Institute of Building Sciences. Prior to his current role at NIBS, Paul held a position as an innovation leader at NTT Data, a multinational IT services provider. In this capacity, he spearheaded the adoption of emerging technologies to address long-standing challenges across a diverse range of industries.

With over two and a half decades of experience in business transformation consulting, spanning both public and private sectors, Paul has collaborated with a wide spectrum of clients, including Fortune 50 companies and small municipal utilities. His expertise lies in developing comprehensive solutions that address complex issues and drive value for his clients. Paul specializes in digital transformation, asset management, capital investment planning, and business process optimization.

In his capacity as a City Councilman and Mayor Pro Tem in Heath, Texas, for the past eight years, Paul has championed fiscal responsibility, financial sustainability, and a pragmatic approach to community development and expansion.

Paul holds a Master of Business Administration (MBA) from the State University of New York at Albany’s Massry School of Business and a Bachelor of Science in Information Technology from Hartwick College.
